The Best Way for any Bowling team to halt or stall the momentum of the Batting side is to take wickets. This is true in all formats of the game.
In fast paced, T20 format where high risk game is played, Dot Balls plays a major role in batsmen forced to take more risks which increases a very high probability for a wicket.
In IPL history Hrabhajan Singh has the record for the most number of Dot balls, however we need to look at %Dot balls bowled vs. the bowling Strike rate which shows how the bowlers ability to strike has been boosted by the building pressure of Dot Bolls.

Strike Rate between 12 to 24 is considered as world class based on the Stats as it proves that the bowler will be picking up a wicket or 2 to stall the momentum and build pressure

There is another massive advantage to have higher dot ball percentages. that is the bowler at the other end picks up a wicket with the pressure created by his team mate.
